heavily impacting not only chinatown but richmond and sunset district. i really am appreciative of the law enforcement and community-based agencies that are here with us today. how they have really worked together to try to crack down to make sure people are aware of these scams and we can as a city kind of move forward to prevent them for the future. so this hearing is on a number of these types of scams that have happened over the past few months. they tend to target older chinese women in san francisco. since january of this year there have been a series reported. again, it is older asian or chinese women. it involves the theft of jewelry and money obtained under false pretense. nearly 50 of these cases have been reported in san francisco. it's totaled over $1.5 million of losses in cash and jewelry. many of these cases also again have taken place not only in chinatown but also sunset and richmond district. similar cases also have been reported in new york, chicago, boston and seattle. i wanted to invite up a number of the reps from our law enforcement and community agencies from the po

, and this is definitely a great birthday present. you know, i've known scott weaner for many years. we went to law school together, and i think something he said about our youth today is something that is very, very important for us to remember. you know, as youth, you always have the concept of the invincibility of youth and we've all had that. you're a young person, you don't think that anything can happen to you. but the reality is that for folks who are part of this newer generation, they didn't go through that. and i think it's important for us to underscore the severity of this disease, of this illness, and it's still des mating many communities. and it is especially low-income communities, communities of color, you have gay african-american men, latino men infected on a daily basis. people forget we still have people dying of aids. i had a close friend of mine who recently passed away of aids, michael goldstein, and he was an advocate for hiv prevention for finding a cure for hiv. and you can think of so many michael goldsteins. and dr. colfax and other people mentioned that. their memory lives on

that you will see in the bill itself. president obama signed it into law in july. and back in june, i don't think that anybody was expecting that we would actually see this bill come to fruition. but within a couple of weeks following the bill was on the president's desk for signature. the primary issue to point out with map 21, is that it is a two-year bill and it does not fundamentally change federal transportation policy. you can see from the picture on the slide in

. and any kind of density and fight the housing element. and oppose in-law units and all of the kind of things that we can be doing to have an impact on the market and not have the escalating rents and housing prices that we see in san francisco. so i think there is a larger picture of housing affordability in the city that is not captured by a dashboard on a given project saying this is how much, low, very low, moderate housing that we have created so far. that is a tiny, tiny piece of the picture and that is sort of where i'm coming from. >> thank you. so supervisor olague, shall we open this up for public comment? >> i just wanted to comment that no one says this is the end-all, be-all. we just think it's one aspect of the bigger, really issue around providing more affordability to residents of the city. and as most of us know, many of these projects are not -- as has been there kind of argument that the more we build, then the greater -- then all of a sudden it's going to create or lift the pressure from the housing market that suddenly if we build more housing, regardless

contact is a law enforcement contact. these contacts are about getting to know these individuals and building trust. sometimes they have to do the job of making that arrest and a lot of times it's building trust and trying to make that breakthrough. and once they do make that breakthrough, you should see the looks on their faces when they come into the office and say, hey, we got a guy, we got a guy that we've been talking to for a year and he wants to come forward and he wants to try it. i can't speak enough about that. their dedication also goes beyond just their work with gang prevention and violence prevention. whenever there is an issue in the district, i can always count on these two to come forward and with some sort of idea, hey, how about if we try this, how about if we try that? they're always thinking towards making improvements, not just within the issues that they work with, but within the district as a whole. they are truly an asset not only to the mission, but to the city of san francisco. and it's a pleasure to be their commanding officer. thank you. >> well, with
in the city and county of san francisco. that plan is mandated by state law and its purpose is to really figure out what the transportation needs for the city long-term are. and, so, i think it's important for us to begin the discussion of what those needs are, what the future looks like, and what the challenges in meeting the needs that the city has and will have, what those challenges will be. we need to think about this issue and specifically focus on ways in which we can bring revenue into the system, the kinds of investments that need to be made not only by the county transportation authority, but other agencies like the san francisco mta. i look forward to a substantive discussion. and again, this is the beginning of this discussion and we know that we will have additional discussions that will take place. i also want to note that because of the good work of our staff at the authority, we recently received some money on the planning front. we actually received half a million dollars from caltrans, a planning grant and it's a grant that will allow for work to be done in various neig

[inaudible]. >> item 7c, update permit tracking system. >> good morning, commissioners. vivian day, special assistant for technology. and i'm pleased to announce that we're still currently on track with permit tracking system. in fact, we're a little bit ahead of the game. we've completed as per your agenda package, we've completed all of the prioritization of the change orders requested beyond the initial configuration stage for the actual system. we will -- they were very minimal in nature. we've also completed all the initial requirements for the fellow citizens access, which is the very basic requirements from just what the first screen will look like on what the citizens will see when they access our website, and it will match the city's websiteses since this is a city-wide software program. we already renewed all the initial historical data conversion requirements with the vendor. we've got a list of items that we're working on to be
merced? >> would you like to respond to that? >> sure. state law requires that for a specific project to be identified in a bond measure like this one, that it go through an environmental review process first called ceqa, california environmental quality act. that's a rigorous planning process that is required. all of the projects that have been called out in this bond have been through that process. but that hasn't been completed yet for sites like like merced, so it's not possible, it's not legally possible, to specify exactly how that money would get spent on that particular site. we know there's a lot of habitat restoration work that's needed at like merced, there's trail work that's needed, there's recreation facility renovations that are needed. there's a lot of different needs in like merced that have built up over time and so the city will use this community engagement process to determine what's the best way to use that, once the bond passes ?oo ?a okay, thank you. so we have a little bit of time left so i'd like closing comments by both of you. thank you. >> well, i just
request. so it is not a change in city law but request that possibly city agencies and members of the public concerned would come and talk about the issue. >> i have one additional question, thank you for that. regarding the on site inclusionary change from threshold of five to ten, the effective date is set back to january 15th. i think you said to evaluate the effect of the legislation were it to be -- or the ballot measure were it to be passed. but it would seem that i would be thinking the board is already approving this. it would not be subject to change in january. i'm kind of confused about that continuance of the -- >> there is some interaction between the charter amendment and this particular ordinance, where the charter amendment would freeze in place controls at a certain date. inclusionary controls could not be evaluated. this is moving this out. come january 1st our current controls where the threshold is five units would be in place. this would allow if the city reevaluate of getting inclusion near housing funding and units from the five to nine-unit buildings thi
